Editorial : Politics of positions

Context

The editorial goes through the recent controversy in Delhi regarding Parliamentary secretaries and suggests solution to avoid future dispute.

Important points

  • Recently the issue of Delhi government appointing MLA’s as Parliamentary secretaries,the office of secretary being office of profit and consequent disqualification threat looming over the legislators has been politicised.
  • The matter is essentially a mix of two legal questions: whether the post of Parliamentary secretary paid or unpaid is an office of profit and whether MLAs are given the positions only to get around the constitutional limits on number of ministers.
  • These matters should be settled through Election Commission and Courts.
  • There politicization unnecessary.
  • The EC will have to go by set of tests evolved by Supreme Court on the matter.
  • Further several High Courts have ruled that parliamentary secretaries are essentially appointed to counter the constitutional limits ministers.

Concluding Remarks

Such questions arise because the term office of profit and post of parliamentary secretary do not have a clear definition.
A legislative solution applicable across the country is needed.


Editorial : To be or not to be

Context

In Britain on June 23 a referendum on whether to stay in the European Union or not is to be decided. The editorial examines the situation.

Important points

  • The Brexit campaign or Britain’s exit from Eurozone supporters have gathered quite a lot of support for the exit from Eurozone
  • The primary reason for demanding exit is independence in economic decision making which is compromised with Eurozone membership.
  • Economic decision making will in the opinion of Brexit supporters will reduce the high unemployment and benefit UK.
  • On the other hand, the Treasury assesses that  Brexit would slow down growth and could lead to loss of ra receipts.
  • The economic impact of loosing access to EU single market would be huge.
  • After exiting EU Britain will have to deal with competition from other nations in its dealings with Europe.

Analysis

  • On its own the UK is expected to be at disadvantage compared to bigger markets if it exits EU.
  • Brexit may also endanger the idea of United Europe as it could have a domino effect.
  • The decision of voters is thus expected to affect the whole region.
